However, that's not entirely the point of this journal entry. My intention is to let people know (if they don't know) of a neat site to report such incidents to if you are scammed or if you know people who were scammed and give them the site.

I'm not entirely sure of when "action" is taken against the person committing the crime. There may be a quota of filed complaints, a certain amount scammed, etc. I don't know.
I have read of incidents of where people caught were sentenced to community service and also paying the amount back, mostly because they were juveniles committing such crimes. Just because you're on the internet, that doesn't mean you're safe or cannot be touched.
